Multi-country Pacific project, 2003 – 2007

Over 2003 to 2007, the New Zealand Agency for International Development funded a project providing support to six Pacific Island countries to develop and implement comprehensive tobacco control programmes in line with those countries’ obligations under the recently ratified WHO Framework Convention on Tobacco Control (FCTC).  A consortium of tobacco control experts led by Allen + Clarke, assisted the six governments to develop programmes incorporating FCTC-compliant and best practice tobacco control policy, legislation and interventions, including tax policy, advocacy, health promotion and smoking cessation. 

The programme was independently evaluated in 2008 and was found to have been effective and implemented in line with sound overseas development practice.  The evaluation is available here.

Allen + Clarke has recently been contracted by the World Health Organization to develop a best practice guide on overseas development assistance, profiling tobacco control.  This will be published by the end of March 2011.
