Overseas Development Assistance Best Practice Guide
Allen & Clarke recently collaborated with the World Health Organization to develop a best practice guide on overseas development assistance (ODA) programs on tobacco control.
Many developing countries, while committed to taking comprehensive tobacco control steps and implementing the WHO Framework Convention on Tobacco Control, lack access to financial and technical resources to do so. This report systematically assesses internationally agreed principles for the funding of overseas development assistance (ODA) programs, the evidence in support of effective ODA programs in tobacco control, and a case study of a recent multi-country tobacco control ODA program, to present a strong justification for investment by international funders in tobacco control ODA programs. Based on the evidential review, the report presents a series of principles and strategies as guidance to those contemplating designing, funding, implementing and/or evaluating ODA programs in tobacco control.
