Matthew is a co-founder of Allen & Clarke. He has worked in central and local government as an enforcement officer, policy analyst and manager. He is a skilled policy analyst, with many years experience in developing and implementing complex policy projects. Matthew has been the project manager for significant national inter-sectoral strategies and has coordinated the work streams of a number of agencies focused on social and justice policy goals.

Matthew has extensive networks in the domestic government and non-government sectors, and in the international arena, particularly in the tobacco control area. He has led a number of international projects assisting developing countries with tobacco control legislation and capacity building.
