David is an experienced development practitioner, project manager, public sector lawyer and co-founder of Allen & Clarke.

After completing a law degree at the University of Canterbury and a Masters Degree in Law at Victoria University, David started his career working for the New Zealand Ministry of Health working on legal and policy issues across all aspects of the health sector including:

• Health legislation
• Public health
• Health sector contracting and financing
• Health organisation and governance
• Health sector regulation
• Health consumer rights
• Mental health
• Disability issues

With over 15 years' experience working in and for the New Zealand public sector, David is an expert in machinery of Government issues and public law. As a co–director of Allen & Clarke, David now works with clients in New Zealand, South East Asia, Africa, the Pacific, the Caribbean and Central Europe.
