About the Experts
Wayne Murphy is a senior consultant at Allen + Clarke, with extensive experience in the local government sector. His work has includes leading reviews of numerous council service functions, bylaw reviews, preparing long term council plans, and monitoring council subsidiaries. He has experience undertaking financial analysis to support policy development, as well as experience developing governance material and reviewing governance arrangements.
Jacqui Haggland is Allen + Clarke’s Practice Lead for our Policy and Regulatory Practice, and has extensive experience as a policy and regulation practitioner and project manager. Jacqui’s experience includes policy drafting and analysis, regulatory impact analysis, research, framework development, and programme support.
Stuart Beresford is a Senior Consultant with two decades of policy analyst experience within the public sector including six years at the United Nations. Stuart has a strong understanding of policy and regulatory processes and has led a range of policy projects relating to civil court fees, energy efficiency, human rights, Māori land law, and privacy regulation.
