About the Experts
Jason Carpenter is a senior consultant with experience across the entire policy spectrum, including policy development, stakeholder and public consultation, and research and reviews. He has particular experience within the health area, including leading and contributing to projects on tobacco control, drinking water, physical activity, and more, and he enjoys tackling complex policy issues where a range of approaches are needed to successfully drive change.
Stuart Beresford is a senior consultant with two decades’ worth of experience in policy analysis under his belt. In that time, his work has included six years at the United Nations, and he has led a wide range of policy projects relating to civil court fees, energy efficiency, human rights, Māori land law, and privacy regulation.
Emily Black is a policy consultant with a legal background who enjoys tackling challenging issues. She is particularly experienced in working within the health and justice sectors, and her work on the government’s COVID-19 response has given her a pragmatic approach to problem-solving within a regulatory and time-pressured environment.
Jacqui Haggland is Practice Lead for Allen + Clarke ’s Policy and Regulatory Practice. She is a highly skilled analyst and project manager, with over fifteen years’ experience in policy, secretariat and programme support, and research and evaluation projects to support improvements in the education, public health, social development, sport, and international development sectors.
